Roderick L. Beverly
Senior Investigative Consultant

Mr. Beverly has joined the private sector after a 24-year career with the Federal Bureau of Investigation (FBI) in which he acquired extensive experience in strategic planning, development, training and tactical leadership of comprehensive operations worldwide. During his tenure with the FBI, he held many appointments such as Special Agent in Charge of the San Antonio and Houston divisions, Program Coordinator of the Organized Crime and Drug Sections of the Criminal Investigative Division, and the Executive Manager of the Office of International Operations in which he oversaw FBI offices operating in 45 countries. Mr. Beverly is able to effectively communicate on all organizational levels. During his various assignments, he routinely interacted with senior executive counterparts in other governmental agencies, with diplomats, members of Congress and the public. Mr. Beverly has significant experience in public speaking, particularly with the electronic and print media. Mr. Beverly is an experienced problem solver combining strong leadership and communications skills with extensive broad-based operational experience. Thus, he is highly successful in analyzing problems and implementing solutions. He specializes in solving complex issues where hardship and/or culturally problematic concerns exist. He is fully fluent in Spanish.

Selected Engagement Experience

Executive manager for FBI operations in the fourth largest city in the United States. Scope of responsibility included operation of the FBI Joint Terrorism Task Force, which is staffed by representatives from all key federal agencies. Daily contact with federal, state and local counterparts. Responsible for supervision of over 550 FBI and approximately 100 Task Force personnel.

Special in Agent in Charge responsible for all FBI operations overseas. Scope of responsibility included staffing and operating FBI offices in 45 foreign countries. Oversight and planning of an $18 million annual budget (excluding salaries and benefits) and responsible for 275 employees. Initiated $44 million expansion and opening new offices in ten countries. Closely involved with physical security and threat analysis.

Special in Agent in Charge responsible for all FBI operations in the San Antonio division. Scope of responsibility included oversight, organization and planning of a $2.5 million annual budget (excluding salaries and benefits) and 360 personnel comprised of special agents, task force officers and support staff. Received 2002 Presidential Rank of Meritorious Executive (limited to top 5% of FBI Senior Executive Service) for performance in this position.

Second-in-command of all FBI operations in Puerto Rico and the U.S. Virgin Islands. Program Manager for the division’s primary investigative programs during a period of resource enhancements, successfully opening three new auxiliary offices and establishing an FBI-led interagency intelligence center. Achieved success in dealing with long standing quality of life and agent staffing issues.

Program coordinator for Organized Crime (OC)/Drug Program. Directed the investigative activities of sixteen FBI and six task force agents.

For twelve months, conducted comprehensive audits of FBI entities to determine compliance with established policies and procedures, as well as effectiveness and efficiency issues.

Worked on a daily basis with host country counterparts, in some cases dealing directly with cabinet level government executives, to support FBI investigative requirements in Bogota, Columbia. Integral member of a team supporting the embassy’s number one priority, international drug trafficking. Member of the embassy’s Emergency Action Committee, assessing threats to the embassy and U.S. personnel. Considerable experience in the investigation of extra territorial crimes such as kidnapping and extortion.

Assigned to the OC/Drug Section with duties in both the intelligence and operational units. Detailed to the Drug Enforcement Administration (DEA) Headquarters for one year to establish the first FBI/DEA Joint Intelligence Unit.

Bachelor of Arts, Economics North Carolina State University. Graduate of the Federal Bureau of Investigation Executive Development Institute.

Fully fluent in Spanish.

Affiliated with the International Association of Chiefs of Police; Executive Board Member of the Houston High Intensity Drug Trafficking Area; Executive Board Member of the Greater Houston Area Regional Computer Forensics Lab; graduate and member of the Federal Bureau of Investigation National Executive Institute.
